Purpose:

The purpose of this policy is to minimize the energy waste related to unintentional constant consumption of electricity or situations where the space with running electronics is unoccupied

 

Scope:

This policy applies to all units (ex, business and households) with functioning electronics and items that consume electricity

POLICY

  1. Policy Statement:

 

In the setting of modernized societies, a lot of people lack the understanding and habit of saving energy for the mankind to generate less electricity. For example, in many buildings, the air-conditioning is always on and set to an unnecessarily low temperature. Another example is people leaving lights on for a long time with the space unoccupied. According to research, a conventional lamp with 60-watt light bulb operating for 10 hours will use 0.6 kWh (killowatt-hour) of electricity. Leaving the lamp on all night for twice a week will use approximately 47 kWh per year. If the majority, for example, the whole population of 8.623 million people in NYC, perform such conduct, the amount of energy used in less than 5 months will be enough to power the whole city for a month. This policy aims to minimize such waste through governmental supervision.

 

  1. Procedure (How to implement it)

 

  1. Department of Energy should research and break down total electricity usage by categories
    1. Set a ceiling for energy use based on long term sustainability
    2. Distribute the energy quota to each category (ex. business and household)
  • Find a reasonable and sustainable quota for each category

 

 

  1. Create regulations that apply to all units and energy consuming items
    1. All businesses should submit proposal of open hours, major electronic items, and estimated energy use for review
    2. Household electronic usage should be regulated by a reasonable average usage set by department of energy
  • Hold the public accountable for their units and energy use by setting mechanisms of punishment in forms of for example, significantly higher price for electricity used beyond quota

 

  1. Test run of the regulations
    1. Inform the public of the new policy and regulations
    2. Test run the regulation for a period that is long enough to collect enough data
  • Evaluate the effectiveness of regulations
  1. Fix and finalize the regulations
